As per the VS IDE log (ActivityLog.xml),

This problem occurs when the 'FIPS-compliant algorithms' policy is enabled on a system. For more details:https://support.microsoft.com/en-in/kb/811833
Here, fipsalgorithmpolicy registry subkey was set to 1 (Enabled).

I disabled FIPS setting “Enabled” DWORD value to Zero.

Then the problem was resolved. I was able to create projects in Visual Studio 2015 IDE.

1. Install PowerShell for SharePoint by referring to Set up the SharePoint Online Management Shell environment.
2. Connect to SharePoint Online using your admin account.
3. Run the following PowerShell command.
Set-SPOSite -Identity <SiteURL> -DenyAddAndCustomizePages 0
Note: SiteURL should be the URL of the site collection you’re working on, like https://contoso.sharepoint.com
If you have tried the method and the issue persists, I’d like to confirm the following information:
1. Do you have other admins for this site? Does the issue happen to other admins?
2. Share with us the detailed steps before the error occurs.
3. Provide a full screenshot of the error message “Exception from HRESULT: 0x80070005”.

Thanks for responding.
1. I tried running the code with the relevant site URL, Nothing changed.
2. Yes, there are other admins of various sites and the error appears for them as well, though it saves the changes they've made to the quick launch.
3. The only steps before the error is trying to edit the quick launch and reorder some items on it.
4. Here is a screenshot of the error message:
NB: I noticed sth strange though. When I created pages on this (non-wiki) site, like all other apps, a link automatically is created on the quick launch. Once I delete those pages, any changes I try to make to the quick launch are now getting saved even though the error message still appears.
